It's essentially a rules glitch where Magic Missile operates as an AoE type spell but with limited and choosable targets, because you can choose the same target multiple times it's multiple hits. The fact that they strike simultaneously actually I believe fuels the rules glitch by treating the spell as a 1d4 AoE.

Back in ye olde days of 2nd Edition AD&D and prior, Magic Missile was actually quite a useful spell, even dealing it's low damage, because HP was lower as a general rule. This made an auto-hitting 1d4+1 per missile quite a bit more valuable. 3rd Edition inflated HP quite a bit across the board as everyone could more reliably get a Con bonus and the class HD never capped as it did before.
